3、There are many options when declaring the RCEP origin criteria. How should it be filled in?
Generally speaking:
? For original ecological products of agriculture, forestry, animal husbandry, sideline and fishery and their primary manufactured products, the origin criterion should be WO;
? For products produced entirely from originating materials, PE should be selected;
? For products produced using non - member state originating materials, according to the substantial transformation standard requirements of the relevant agreement for this product, CTC, RVC, CR, etc. can be selected;
? If the cumulation rule clause or the de minimis content clause is used, ACU or DMI should be added on the basis of filling in the above criteria.
4、How to determine the agreement country of origin of the product?
The declaration of the agreement country of origin column needs to fill in the country of origin according to the actual situation of the product. The determination process of the country of origin under RCEP is as follows:
(1) Determine whether the product is completely obtained or produced in a member state;
(2) Confirm whether the substantial transformation standard is met;
(3) If the cumulation rule is applicable, ACU should be selected on the declaration interface;
(4) If the de minimis content provision is used, DMI should be selected.
(5) How should the port of departure be filled in when the goods are exported? The port of departure should be filled in as the last departure place of the goods within the territory of China (excluding Hong Kong, Macao and Taiwan regions).
6、If the invoice is issued by a third party, what should be noted during the declaration?
It is necessary to check the Third - Party Invoice/Non - Contracting Party Company on the declaration interface and fill in the relevant information.
7、Can the goods of multiple commercial invoices be combined to apply for one Certificate of Origin?

8、What should be done when the information of the goods manufacturer is confidential or unknown?
You can check Manufacturer Confidential and fill in CONFIDENTIAL, etc.; when the manufacturer is unknown, you can fill in NOT AVAILABLE.
9、Can the goods of multiple manufacturers be declared on the same Certificate of Origin?
Yes. When multiple manufacturers are involved, the manufacturer information needs to be filled in one - to - one correspondence in the Goods Description column of the certificate declaration interface.
10、Can the RCEP Certificate of Origin be self - printed?
At present, the RCEP Certificates of Origin for goods exported to Singapore, Thailand, Japan, New Zealand, Australia, South Korea, Malaysia and Indonesia can be self - printed.
11、What should be done if the goods information needs to be modified after the certificate is issued?
Apply for changing the certificate within one year from the date of issue of the certificate. If it has not been submitted to the customs of the importing country, electronic change can be processed; if it has been submitted, manual change can be processed.
12、Can the lost certificate be reissued?
Yes. If the original certificate of the applicant is stolen, lost or damaged, apply to the original visa institution for re - issuing the certificate within one year from the date of issue of the certificate.
